Elder Kinlow answered the call to the preaching ministry in 2007. He was ordained an Elder by Bishop Harvey Lewis in 2008. He currently pastors the All Nations Church of God in Christ in Woonsocket, RI
Elder Kinlow retired from Federal civil service in 1996 as Deputy Assistant Secretary for Human Resources in the Department of Health and Human Services. During his 33 years in the federal sector, he received many awards, including the highest award given to federal executives: the Presidential Distinguished Rank Award by President Clinton.
In 1998, he was appointed to The Financial Responsibility and Management Assistance Authority (commonly referred to as the Control Board) by President William Clinton. He had responsibility for overseeing all of the human services of the District of Columbia, as well as higher education, for a three year period. This is the period during which the city was considered to be in bankruptcy. Elder Kinlow has served on numerous federal and city task forces, boards and commissions during the last three decades.

He is married to Nannie L. Smith Kinlow, his wife of 60 years. They have five children, eight grandchildren, and one great grandson.
